Abstract It is one of the most important qualities that the company responds to customer demands rapidly. In order to this ability, the factories try to reduce the product lead-time and inventory levels. Sometimes, the factories make their attempts to change their system layouts. In most cases, it is common to change from job shop system to Cellular Manufacturing System (CMS).

Until now, the research of CMS was biased on the cell formation method. Most CMS papers were concerned about various methods for solution of cell formation. But it is true that these researches have not been used in reality. In fact, the factories want to know the impact of systems changes-expected advantage, cost etc. These factors are more important than the cell formation method.

This paper aims at following factors. The considered environment is factory to make one cell for particular part group. Through the procedure of cell implementation, this paper provides the expected advantages and costs with decision makers.

The procedure of cell formation and machine layout is operated connected with DataBase data. The considering factors are parts moving costs related one cell implementation, parts demands, routing, and moving distance based on machine distance.
