Abstract In rapidly changing enterprise environments, companies need to try to meet customer demand efficiently, to cut costs down and to make new demands. Because the results of the operational processes are influenced by the strategic decisions in a supply chain, the systematic performance measurement framework must be developed and the evaluation methods reflecting some qualitative and quantitative factors should be proposed. In this research, a framework to evaluate the performance of a supply chain is proposed and based on this evaluation some metrics are developed. Using detailed analysis of qualitative and quantitative factors, a solution method to make optimal supply chain network is proposed.

In this research, performance measurement framework is developed in three perspectives. That is, the functional, financial and hierarchical perspectives are considered. The importance and detailed concept can be various due to the functional aspect that the company should do and the planning horizon aspect that the functions should be included. The performance measures are summarized in the integrated way reflecting the various factors. Especially the firms´ new function, return of the used products, is considered and new performance measures are included.

Based on the defined performance measurement criteria, analysis of a supply chain is done using system dynamic features reflecting some non quantitative factors for analysis and practical use. In a closed loop supply chain(CLSC) consisting of suppliers, manufactures, distributors, customers and reverse centers, some factors including customer demand, inventory level, production capacity, raw material supply quantity and disassembly system are considered. Especially environmental regulation policies, customer need feedback and environmental image of enterprises are considered to reflect the recent concerns about environments. Using system dynamics methodology, the research represented the causal relationship and the flow of various factors. Also simulation analysis of the environmental image and demand changes in a company were done according to the environmental regulation policies and customer requirements feedback.

A mathematical model and efficient algorithm are proposed to design an optimal network to make strategic decision makings in a supply chain. The supply chain total cost is considered to reflect a quantitative factor. Especially CLSC is mainly analyzed to make entities in a supply chain have reasonable relationship considering reverse logistics. In CLSC consisting of plants, distribution centers, customers and reverse centers, some decisions including the locations of entities, products allocations, network structure, the number of facilities, the quantity of production and storing, inventory level and transportation quantity, are determined using the mathematical model. To solve the problem of NP-hard class, a solution method using genetic algorithm is devised. In this research, the proposed algorithm can give a good solution in a reasonable time.

Using the method of this research, we can define the attributes of companies´ performance measures, analyze the strategic performance and design an optimal network considering reverse logistics.
