abstract 프로젝트 기반의 SW산업에서 최종사용자로부터 촉발된 변화 요구가 불가피하게 최종공급자에게 대부분 전가되는 경우가 존재하며 이는 공급자의 사기저하 및 SW 품질저하로 이어진다. 또한 사용자는 전문지식의 부재로 프로젝트의 결과로 개발된 SW의 성능 및 가치를 평가하기 어려운 경우가 있다. 기존 제도는 SW개발 시작 단계에서 공급자의 권리를 보장하거나 개발 완료 후 인증을 통해 사용자에게 성능을 보장하는데, 개발 전이나 개발 완료 후가 아닌 개발 과정에서 공급자와 사용자가 겪는 애로를 지원하는 제도는 미흡한 편이다.
이를 위해 본 연구에서는 조선 프로젝트 계약 방식에 착안한 SW 프로젝트 계약 방식을 제안한다. 조선 프로젝트는 잦은 설계변경 등 SW 프로젝트와 유사점이 많으나 독특한 계약 방식을 통해 공급자의 생산 합리성을 보장하고 동시에 소비자의 신뢰성을 보장한다. 본 연구에서 제시한 SW 계약 방식을 통해 SW 공급자의 일정 및 비용 합리성이 향상되고 발주자의 납기 및 품질 신뢰도를 향상시킬 수 있을 것으로 기대된다.
