abstract 최근 우리나라는 태풍, 호우, 지진 등 자연재난으로 인하여 하천시설과 같은 수변구조물들의 피해가 증대되고 있는 상황이다. 2014년에는 자연재난으로 인한 전체 공공시설 피해 중의 44%가 수변구조물에 대한 피해였다. 더불어 하천시설 피해에 대한 복구비용은 최근 10년 동안 평균 연간 3,000억 원이 발생하고 있다. 따라서 본 연구에서는 수변구조물 피해 대응 및 복구 시 자원 활용에 초점을 맞추어, 시설물에 대한 피해가 발생하였을 경우에 효과적인 대응을 위한 알고리즘 및 시스템을 설계하였다. 재난으로 인한 다수 피해가 발생하였을 때, 피해 지역마다 복구를 위한 자원들의 수요가 각각 다를 것이기 때문에, 다양한 정보를 취득하여 복구를 위한 자원들을 적절히 할당하는 것이 필요하다. 이를 위하여 해당 피해 지역에 적합한 자원들을 평가하고, 최적의 할당 계획을 수립하는 알고리즘을 설계하였다. 또한 본 연구에서는 피해복구를 위한 계획 또는 계획 실행 단계에서 예상치 못한 상황이 발생하였을 때 빠르게 대처할 수 있도록 돌발 상황들을 정의하고 분류하였으며, 그 돌발 상황들에 대한 대응책들도 순서도로 구성하여 할당알고리즘에 반영하였다. 그리고 이러한 돌발 상황의 신속한 감지 및 대응을 위해 사물인터넷(IoT)을 이용한 시스템을 설계하였다. 결과적으로 자원의 상태를 실시간으로 파악하고, 피해 지역에 효율적으로 할당하도록 피해 복구 대응 시스템을 구성하였다.
