abstract In 2000s, the frequency of natural disasters occurrence has increased continuously. Therefore, need for the research on effective disaster response measure is rising. Korean peninsula is also threatened by the increasing natural disaster. Because of abnormal climate change, Natural disasters like torrential downpours, typhoons have occurred more frequently. But the existing disaster response systems are not efficient. This study deals with the vehicle routing problem of emergency vehicle fleet in disaster situations caused by natural disasters. The emergency vehicle route problem has different characteristics from the general vehicle route problem. It has the property of the importance of deadline, the uncertain and dynamic demand information, and the uncertainty in information transfer. In this study, a solution that focused on the importance of deadline. In this study, the vehicle routing solution for emergency vehicle fleet are suggested. In Suggested algorithm, each individual vehicles generate its initial route with genetic algorithm based algorithm, After that, suggested algorithm gathers the route of individual vehicles and adjust them to make the final route of whole fleets. Finally the simulation experiment which reflects the actual environment are conducted to verify the performance of the solution.
